Are You in the Room? A Framework for Sortition and Representation

Sortition panels improve deliberation and policymaking, but little attention has been paid to whether they preserve a community’s intersectional structure rather than just its marginal proportions. Using a simulated sortition pipeline with quota-constrained selection via the LexiMin algorithm, this thesis finds that panels systematically distort two-variable relationships present in the underlying sample — motivating Intersection Inspector, a diagnostic tool for assessing panel representativeness before deliberation begins.
